Public Vitality: Acting Across Layers Without Losing Momentum

Most public challenges do not fit neatly into one department. Climate adaptation, social cohesion, mobility, housing, health, or digital transformation all depend on cooperation across units with different mandates, languages, and time horizons. Yet interdepartmental work often stalls not because people disagree, but because coordination itself remains too vague. This session focuses on public vitality across administrative silos. It explores what makes cooperation usable under real conditions: shared objects, explicit dependencies, workable handovers, and realistic expectations between actors who do not operate from the same logic. Participants engage with the frictions of cross-departmental work and strengthen coordination not as ideal harmony, but as a practical craft for maintaining momentum across difference. Under current conditions, this is not only an organizational question, but a question of institutional resilience: whether public systems can still act in time when pressure, fragmentation, and overlapping crises intensify.
