PD AT THE CREATIVE BUREAUCRACY FESTIVAL 2026
PD – Main Festival Partner of the Creative Bureaucracy Festival 2026
In hundreds of projects every year, we at PD – Berater der öffentlichen Hand support our exclusively public-sector clients at the municipal, state, and federal levels in their efforts to make public administration tangibly better. Our ambition is not only to advise, but to implement reforms as effectively as possible and with foresight.
Who we are: PD is the in-house consultancy for the public sector
We are 100 percent publicly owned and have more than 280 shareholders across all levels of the federal system. As a consultancy, we work alongside our clients in public authorities and administrations as equals and support the consistent implementation of their projects.
In practical terms, this means shorter waiting times at citizens’ offices, faster building permits, digital services that work, and infrastructure projects that stay on schedule and within budget. We work for a public administration that puts people at the center. Learn more about us at pd-g.de.
What we have planned for the Creative Bureaucracy Festival 2026
This year marks the seventh consecutive year that PD is the main festival partner of the Creative Bureaucracy Festival. In eleven sessions held in German and English, we will once again bring present approaches in 2026 that you can test directly in your own work and integrate over the long term.
Some of PD’s highlights this year focus on “AI Governance,” “Digital Sovereignty,” and “Leadership in Administrative Reform.”
The festival year 2026 began with the Digital Kick-Off, held from 3 to 5 March 2026, which welcomed around 830 participants. PD contributed two workshops: one on eligible investments for municipalities and another on creating suitable workspaces for productive administrative processes.
Our Managing Director Theresa Twachtmann opened the festival year together with Festival Director Bernd Fesel in a video message. In it, they discussed how public administration must focus more strongly on impact in order for urgently needed reforms and infrastructure projects to succeed.
Our Managing Director Philip von Haehling spoke with Festival President Charles Landry in a closing video for the Digital Kick-Off about how good ideas and successful pilot projects can be translated into systematic improvements. The key message is that even small projects can bring about major change when all stakeholders pull together.
On 11 June 2026 in Berlin, we want to build on these ideas together with you. We want to bring good ideas together, learn from one another, and develop approaches that can be scaled more broadly.
