Global Call for Participation 2027
Are you changing how public administration works—or exploring how it could work better? This year, we invite creative bureaucrats and collaborators worldwide to share their work in four categories: Project Showcase, Research in the Public Sector, Arts & Bureaucracy and Moonshot Ideas.
From small improvements to systemic change, we want to hear what you are trying, what you are learning and what others could take forward. Help us show what becomes possible when creativity meets public service.
Selected submissions will become part of the 10th Creative Bureaucracy Festival on 2–3 June 2027 in Berlin, connecting your work with an international community of public sector changemakers.

WHAT ARE WE LOOKING FOR?
Project Showcase (Projects and Initiatives)
Tell us about an ongoing or recently completed project that shows how creative and experimental approaches are changing public administration.
We welcome practical innovations at every level of government: better public services, simpler processes, leadership and organisational culture, new forms of public participation and successful cross-sector collaboration. Projects that bring a fresh perspective to social challenges are also welcome.

Share an artistic project that explores public institutions, bureaucracy or the relationship between people and the state.
We welcome work across artistic disciplines, from visual art and installations to performance, film and participatory projects. Tell us how your work offers new perspectives, questions familiar practices or creates opportunities for dialogue about bureaucracy, public institutions, democracy or people’s experiences of the state.
Arts & Bureaucracy

Please note: Submitting a proposal does not constitute a right to be selected or considered for the programme. The jury and the festival team reserve the right to decline any submission without giving reasons. Participation in the Creative Bureaucracy Festival is only final once it has been confirmed in writing by the festival team.
