What if we fundamentally reconsidered how public institutions are organised, what they prioritise or how they work with people?
We welcome ambitious visions that go beyond improving existing practices. Describe the future you imagine, why it matters and the first steps that could move us towards it.
Selected contributions will be shared at the Creative Bureaucracy Festival on 3 June 2027 in Berlin, opening a discussion about possible futures for public administration.

Frequently Asked Questions
An ambitious concept, bold goal or future direction for public administration. This should fundamentally rethink how institutions make decisions, deliver services, collaborate or respond to long-term challenges.
Help us picture what would change and how people would experience that future. We welcome out-of-the-box thinking with a clear public purpose.
Individuals, teams and organisations from public administration, civil society, research, non-profits and other fields can apply.
Your concept must be oriented towards the public good. Private-sector applicants must apply in partnership with a public-sector organisation.
Early-stage concepts and developed visions are welcome. Implementation and proven results are not required.
Your submission should go beyond a broad aspiration: explain the idea, its assumptions and possible steps towards it. You do not need a complete implementation plan.
- Creative Bureaucracy Factor: An imaginative vision that challenges assumptions and opens new possibilities.
- Public Value: A meaningful challenge, clear benefits and consideration of potential trade-offs.
- Clarity and Reflection: A convincing account of the envisioned future, its assumptions and uncertainties.
- Pathways towards Change: Possible first steps, experiments, partnerships or institutional changes needed to make progress.

Submit your entry through our application platform by 11 December 2026. You may submit up to two proposals across the call, in English or German.
Describe your vision in concrete, accessible language. Explain what would be different, why it matters and how you might begin. Bullet points are welcome.
Our team will review your submission against the category criteria and consider the perspectives it could bring to the festival.
If selected, we will contact you to discuss a suitable format and the next steps for presenting your idea.
Prepare to explain your vision to an international audience and invite discussion about how it could develop.
Be ready to explore your assumptions, possible obstacles and first steps. Our team will agree the format, materials and deadlines with you..
Our programme team will help you shape your idea into a clear festival contribution. Any available travel support will be clarified with selected participants before arrangements are made.
