Master in Public Administration from Harvard University and Master in Internet Social Sciences from Oxford University. He was the Coordinator of the Laboratory of Innovation in Public Services in the city of Bogota. He has taught Public Innovation at universities such as the School of Public Administration of Colombia, AreAndina and Andes University

He was the National Director of Access Policies, Use and Appropriation of Internet and advisor in digital transformation of the Ministry of Information Technology and Communications. Affiliated Researcher of the Berkman Klein Center for the Internet and Society at Harvard University. Co-founder of Public Design - Social and Educational Innovation and co-founder of Colombia EdTech.
