Ryosuke Yamauchi

Ryosuke Yamauchi is a Japanese public sector practitioner at the Ministry of Internal Affairs and Communications. He spearheads regional digital transformation initiatives and leads a strategic foresight project with the OECD Observatory of Public Sector Innovation (OPSI).
His career includes serving as Secretary to the State Minister for Digital Affairs and leading civil service HR reforms at the Cabinet Bureau of Personnel Affairs.
A Visiting Researcher at Keio University SFC Research Institute, Ryosuke explores modernizing civil service management frameworks. He holds a Bachelor of Laws from the University of Tokyo.
