David is a Policy Analyst in the Open and Innovative Government Division of the OECD’s Public Governance Directorate. Since joining the OECD in 2013, he has held similar positions in the Regulatory Policy Division and in the Governance Reviews and Partnerships Division. His research currently focuses on issues surrounding open government (transparency, citizen participation, accountability). In addition, he has expertise in the areas of policy co-ordination, regulatory governance, and monitoring and evaluation. Prior to joining the OECD, he gained work experience in the diplomatic and development sector (Embassy, Ministry of Foreign affairs and Ministry for Economic Cooperation and Development), as well as in the private sector institutions (banking, consulting). He has also published articles on environmental governance in Latin America. David holds a Master’s degree from the University of Cambridge and a Bachelor’s degree from the Université de Genève and has spent time doing research in Brazil.
