Carsten Pieper ist ausgebildeter Stadt- und Regionalplaner und leitet die XLeitstelle Planen und Bauen, eine gemeinsame Einrichtung von Bund und Ländern. Organisatorisch ist die XLeitstelle beim Landesbetrieb Geoinformation und Vermessung Hamburg angesiedelt. Sie verantwortet die Entwicklung und Koordination zentraler Standards zur medienbruchfreien Ende-zu-Ende-Digitalisierung im Bereich Planen und Bauen.
