The German Recovery and Resilience Plan (DARP)
To mitigate the social and economic consequences of the coronavirus pandemic, the European Union (EU) has established the recovery instrument Next Generation EU. Through this, the Federal Republic of Germany has access to approximately 25 billion euros for specific measures, including the reduction of investment barriers. The detailed use of these funds is regulated in the German Recovery and Resilience Plan (DARP).
On behalf of the Federal Ministry of Finance (BMF), PD – Berater der öffentlichen Hand GmbH supports the implementation of this through a departmental research project, focusing on two key measures: efficient funding management and sustainable IT investments in schools. Therefore, the measures of the DARP are aimed at both funding providers and recipients, with the goal of identifying obstacles to the implementation of public investment projects and developing solutions for better utilisation of funding.
The Creative Bureaucracy Festival offers interested parties from all levels of administration the opportunity to discuss insights gained, obstacles identified and good solutions from practice in workshops and panels.
In the three panel discussions, exciting questions will be explored around the following aspects:
- Rethinking Municipal Investment Promotion? If So, How?
- Shaping Intermunicipal Cooperation: Organisational Models and Implementation
- How Can Education Authorities Sustainably Equip Their Schools?
Furthermore, participants of the Creative Bureaucracy Festival will have the opportunity to gain practical insights into various topics through four workshops:
- How Can Mission-Oriented Strategies Improve Funding Measures?
- Advancing the Mobility Transition – What Role Can Funding Play?
- Legal Right to All-Day Care: Implementing Structural Changes with Funding
- Strengthening Performance in School IT – Through Clear Roles & Tasks
In addition to these formats, there will be opportunities for professional exchange throughout the entire festival. Staff members from PD and representatives from the BMF will be available at stands around the "Transformation Stage" for this purpose. Take advantage of the opportunity to expand your network and form new partnerships with other participants.
Visit these sessions at the Transformation Stage or on the DARP website.
