Building Lasting Digital Government that Outlives Administrations
Indonesia’s digital transformation began in fragmentation, with more than 20,000 applications developed under Presidential Instruction 03/2003 to meet diverse institutional needs. As adoption grew, the need for integration and sustainability became evident. Unlike countries that started with digital public infrastructure, Indonesia’s transformation accelerated sectorally during COVID‑19. This session highlights how INA Digital Edu reshaped government technology in the world’s fourth‑largest education system, serving 4 million teachers and 50 million students across 17,000 islands. By shifting from a top‑down, vendor‑driven approach to a user‑centred operating model—discovery, development, and distribution—the team built Rumah Pendidikan, an integrated ecosystem used by millions. Beyond technology, the transformation aligns product, operations, and organisational culture, embedding systems into daily workflows, sustaining adoption across leadership changes.
