The Germans Want a Renewed Administration: The Pandemic Has Left Them Even More Dissatisfied – A Key Issue in the Federal Elections
Berlin, 8 September 2021. A majority of Germans desire improved administration, according to a recent representative survey conducted by the opinion research institute Civey. Respondents identified an acute need for increased efficiency and the modernisation of public institutions.

A clear majority of 60.6% of Germans report having less trust in public administration today than before the pandemic. This is the key finding of the recent representative Civey survey, which polled 5,001 respondents between 25 and 27 August 2021. Only 8.1% said that the tireless efforts of public health officials, teachers, soldiers, caregivers, critical care specialists, and many others have strengthened their trust in public institutions. Nearly all respondents (92.2%) believe public administration operates too slowly, while 80.2% would like to see more innovative structures. Looking ahead to the federal election, nearly two-thirds (64.4%) of respondents consider the modernisation of public administration an important issue. During the Creative Bureaucracy Festival 2021, civil servants from across the globe will share concrete ideas and examples in over 150 digital sessions, demonstrating how creativity can energise problem-solving in the public sector. From digitalisation and cybersecurity to social sustainability, crisis resilience, and policy implementation, participants will exchange experiences to collectively draft a roadmap for innovative administration.
