40 Ideas for an Innovative Public Administration: On 23 March at the Digital Kick-Off Day of the Creative Bureaucracy Festival, selected teams share their expertise and can secure a place at the live festival on 15 June
- From more than 200 submissions from 37 countries, the entries were curated by an international 16-member jury.
- By online vote the audience will select six favourites from participating projects, who will be invited to the live festival in Berlin on 15 June 2023
- Participation in the Digital Kick-Off Day is free of charge and takes place via pre-registration
- In the morning, teams from German-speaking countries will present their projects, followed by the English-language part of the programme with international projects from 1 p.m.
- The spectrum of topics ranges from digital solutions for the fair distribution of refugees, to new ways of citizen participation, to projects for the municipal transport turnaround

Berlin, 9 March 2023. After the successful live festival in 2022 with over 1,000 visitors at Radialsystem Berlin, the Creative Bureaucracy Festival, the largest festival for innovation in the public sector, returns with the Digital Kick-Off Day. In 2023, the festival will take place for the sixth time. "This year we have again received excellent creative projects. The administration is forced to innovate, it must evolve and adapt to the new world. We see ideas and inspiration for this necessary change on our (digital) stage.” - says festival director Johanna Sieben.
Also in 2023, PD – Advisor to the Public Sector, is the main festival partner of the Creative Bureaucracy Festival - for the fourth year in a row. Stéphane Beemelmans, Managing Director of PD, is looking forward to the festival year with anticipation: "I associate the festival with intensive discussions with representatives of our public clients, who create inspiring sessions together with us and contribute to the varied festival programme. How we can meet the many challenges of public administration together is also reflected in our contributions to the festival kick-off on 23 March."
The programme includes four thematic blocks: Bureaucracy 2045. Thinking Afresh - systemic perspective on the ideal administration of the future, Transforming How We Work - organisational approaches for more agility and efficiency in everyday administration, Delivering Collective Impact - success stories of cross-sector and cross-border cooperation and Living Better Together - citizen perspectives - projects that promote social cohesion.
In the German-language programme in the morning, the University of Erlangen - Nuremberg will present how an algorithm can be used to make the distribution process more efficient with the participation of people seeking protection; GermanZero will report on open-source software for creating a customised climate vision for cities and municipalities; the Bertelsmann Foundation will present a digital solution for transparent allocation of daycare places and the city of Münster will show a successful strategy for local transport change that is co-designed by city residents.
The festival partner PD examines how schools can build up and sustainably operate modern school IT through joint action by all those involved. In the session Sicherheit@Web3.0, a PD team shows how technology monitoring can improve policing on the internet - and thus contribute to the safety of us all. In its session "Women lead, challenge and change organisations", the Women@PD initiative sets impulses for a diverse leadership and organisational culture in the administration.
In the afternoon, in the English-language programme, administrative innovators from the Netherlands, Brazil, Denmark, Great Britain, Chile, Singapore, Portugal, Kenya and Turkey share their contributions on topics ranging from environmental protection in urban areas and transparency in budget management, to cultural initiatives for more social inclusion, to innovative projects against homelessness and violence against women.
The programme and speakers of the live event on 15 June will be published in early May 2023. Other project partners of the festival include the Konrad Adenauer Foundation, the Goethe Institute, the Federal Ministry of the Interior and Home Affairs and the BMW Foundation Herbert Quandt.
