Rosalind (Chen-Chen) Liu 劉澄真 is a distinguished professional with extensive experience in digital innovation, strategic planning, and human rights advocacy. Currently serving as the System Planning Manager at the Ministry of Digital Affairs (MoDA) in Taiwan since 2024, she was honored by the U.S. Department of State as an International Visitor Leadership Program (IVLP) participant. During this program, she engaged in high-level technical exchanges on 5G and Open Radio Access Networks with global experts and the U.S. Federal Communications Commission.
Rosalind has played a key role in fostering Taiwan's presence on the global stage, facilitating Taiwan's successful hosting of RightsCon, the largest technology and human rights conference. Her efforts resulted in record-breaking participation, underscoring her exceptional skills in coordination and advocacy.
Prior to her current role, Rosalind served as a System Analyst at MoDA (2023–2024), where she spearheaded the "Digital Innovation Critical Infrastructure Plan," a project securing a significant NT$350 million budget. She also formulated the Public Code policy, launching Taiwan's governmental open-source database, code.gov.tw, which was prominently presented at the Asia-Pacific Economic Cooperation (APEC) Senior Officials Meeting in 2024.
Her earlier career includes her tenure as Executive Secretary at the Smart City Office of the Tainan City Government (2020–2022).
