What Does it Take to Modernize a State? Lessons From Across the World
There is more to modernizing a state than digitizing processes and adopting AI, crucial as these are. Many challenges involve structures and organizational culture – finding ways to harness the collective intelligence and resources too often dormant within state institutions at national, regional and local level.
Whilst rethinking laws, regulations or incentives play their part, it is how these government levels interact with each other that can determine the effectiveness of a governmental entity. Such a multi-level governance regime means finding a suitable balance between rights and responsibilities of each party as well as with external stakeholders.
Most importantly, perhaps it is the culture of the organization that counts. Is it adaptive and willing to change as circumstances demand and is it willing to give public administrators scope to act in modernizing their organization?
