An Integrated Approach to Tackling Homelessness
Homelessness is an increasing concern for cities around the world. Given its multicausality and complexity, reducing homelessness over time is hardly achievable by isolated public agencies. The Reencounter Program is a local government policy connecting several government departments to address the issue of homeless people in one of the world’s most populated cities: São Paulo. This policy involves three axes: Connection – aiming at redesigning the way to approach homeless people in public spaces; Care – providing public services (housing, health, education, social assistance, among others) according to the various characteristics of this group; Opportunity – generating income and jobs to recover autonomy in order to access labor market. Collaboration between government departments and the creation of various paths for solving this issue are the main innovations in this policy. Starting in 2022, the policy reviewed protocols, started new housing projects, and benefited over 5,000 homeless people with basic income.
