NEXO: Shape Your Neighborhood: Where Neighborhood Ideas Become Public Action

What if local governments could reconnect citizen participation with the systems that drive public action? NEXO is a collaborative governance platform being implemented in Municipio C, Montevideo, to address a trust gap: neighbors share ideas, but these rarely translate into visible action. NEXO connects two worlds that operate separately. On one side, participation generates local knowledge and priorities. On the other, Montevideo has a strong internal system: Management Commitments, where public officials work with goals, indicators, monitoring, and performance-based incentives. The innovation is linking both. Through digital tools, residents propose and prioritize initiatives. These are translated into measurable government goals, tracked through public dashboards and integrated into the existing performance system. By aligning citizen voice with institutional capacity, NEXO turns participation into visible action, strengthens trust, and creates real incentives for engagement.
