Maxi Nogueira

Maximiliano Nogueira Quintana is a certified public accountant and human resources specialist with more than fifteen years in Uruguayan public administration. He currently serves as Technical Coordinator of Management Commitments at the Municipality of Montevideo, where he leads a team of thirteen people and oversees a system that mobilises millions of dollars in incentives across thousands of public servants.

With a focus on strategic alignment and results-based governance, he designs indicator systems and organisational evaluation models that connect planning with execution — and metrics with real impact on people's lives.

Maxi believes bureaucracy can be creative: by blending data with empathy, he turns spreadsheets into strategies and institutional processes into tools for genuine public value. He holds that public management is not merely a technical matter but a deeply political one — and that how the state manages is ultimately determinant of a country's democratic quality.
