The Creative Bureaucracy Festival is more than an annual gathering in Berlin. Together with partners around the world, we create spaces where public servants, innovators and changemakers can exchange ideas, learn from one another and tackle the challenges facing public institutions in their own contexts.
Through Creative Bureaucracy Festival Hubs and Townhalls, our community comes together throughout the year, connecting local and regional action with an international movement for better government.
Each Hub and Townhall brings the Festival’s distinctive spirit into its own context: informal and out-of-the-box spaces for new dialogue, a “Yes, if” cculture that encourages creativity and experimentation rather than obstruction, and honest learning from what did not work as well as what did.

A Townhall focuses on a particular city or metropolitan community. A Hub has a broader regional, national or transnational scope.
Both formats are independently organised with local partners and connected to the Creative Bureaucracy Festival and its international network.
We work with public institutions, public-sector innovation organisations, non-profits and other public-interest partners that share the mission and values of the Creative Bureaucracy Festival.
There is no single format. Events are designed around their local context and can include talks, workshops, discussions, networking and other participatory formats.
Townhalls can range from a focused gathering to a full-day event. Hubs are generally larger and can range from a half-day programme to one or more days.
Hubs and Townhalls form part of the wider Creative Bureaucracy Festival ecosystem. They connect local communities with the international network and create opportunities for ideas, projects and people to be represented through the Festival and its platforms.
