ImpactAI: Shaping AI-Assisted Bureaucracy

Today, hundreds of GB of data are created every second. Traditional bureaucracies with manual processes and tools may soon be massively outpaced by the sheer volume of information. Bureaucracy must evolve – and ImpactAI aims to shape this transformation.
A significant portion of the tasks and time of bureaucrats involves the handling of unstructured texts, from extracting relevant information from dense technical documents to composing reports. With ImpactAI, we are investigating how automated AI tools can potentially be used to assist bureucracts with these tasks. We identified two tracks for the use of large language models for which we design safe testing environments to explore if and how AI can be used to enable bureaucrats to reclaim their time.
The first track explores a generalist AI chat interface that leverages broad knowledge. The second track includes retrieval-augmented generation systems for specialized research options. Besides technological progress we explore how the use of AI could transform processes and collaboration in the public sector. Our vision is a global community in which the responsible use of AI for the common good is explored collaboratively, especially with our partner countries. While the applications are currently not in productive use within the BMZ, we aim to share our experiences with international partners and further mature the project.
