Amber Guette is a Wellington, New Zealand-based public servant, writer, and researcher whose work champions grassroots ethical leadership and creative approaches to public service. Under this pen name, she freely explores the intersections of bureaucracy, ethics, and storytelling. She is the author of Dear Minister — Letters from a Public Servant and the forthcoming Dear Minister — Dystopia to Utopia, which imagines transformative futures for public institutions. Amber co-founded the Creative Bureaucracy Festival Hub for Australia and New Zealand and has presented internationally on anti-corruption, transparency, and intelligence oversight. Her academic contributions span openness in government and collaborative integrity. An alumna of the International Anti-Corruption Summer Academy, she holds a Master of Strategic Studies from Victoria University of Wellington and studied Public Narrative at Harvard Kennedy School. Amber brings to the Festival jury a deep commitment to bottom-up ethical leadership and storytelling as a tool for change.
