ENS Students at Creative Bureaucracy Festival 2024
The 2024 Creative Bureaucracy Festival in Berlin brought together fresh ideas about the
future of public administration. Students from the European New School of Digital
Studies, led by Prof. Dr. Philipp Hacker, attended the event as part of their course on “AI,
Law, and Policy”. To reflect on the sessions and experiences at the festival, students
prepared reports on a selection of talks that they visited at the festival. They summarized
what they learned and critically engaged with the contents.
Of the 83 sessions with more than 200 speakers the students selected talks about, i.a.,
talent acquisition, cooperation with communities, eWorts in modernization, particularly
the integration of large language models in administration, and future challenges in
general.
Overall, the students’ participation in the Creative Bureaucracy Festival gave them
valuable insights into how technology and innovation can transform government. Their
reports show the importance of using modern tools to create a more eWective and
inclusive public sector. In addition, they learned that sustainable administrative
transformation is not only about the tools, but also about cooperation, creativity, and
empowerment.
