Whole of Government Innovation: Why, What and How?

Crisis and urgency can unite people and organisations around shared goals – think of Covid and vaccines. But what is the best way to align and coordinate multiple actors, such as national ministries, agencies, research entities, or city governments, to achieve big goals such as net zero and the use of AI? Who should drive and organise innovation agendas when there are differing aims, internal logics, external stakeholders, and capabilities at play? The default approach is to set up cross-cutting committees or boards and to use “missions” as a label. However, it is more effective to think of constellations and flotillas of coordination with shared targets, cross-cutting structures, roles, cross-cutting or pooled budgets, shared data, and integrated foresight and implementation teams.
This discussion unites a group of national and supranational level government representatives and constructive provocateurs to explore how best to mobilise hearts, minds, and influence, as well as money. It is led by Sir Geoff Mulgan in the context of his existing “whole of government innovation” work with the European Commission.
