Young, talented people who join the public service mostly want the opportunity to explore and to express their potential, to take initiative and to accept responsibility. More driven and focused, they often challenge how things are done and want the organization they work for to be open-minded and flexible and to encourage experimentation – in other words to be entrepreneurial. In such places people go ‘the extra mile’ and use their energy for the public good. An organization is its people, as the cliché goes. What then are the characteristics of places where talented people, who have many choices, want to work and stay?
