The Engaging Bureaucracy: Recipes to Improve Lives

Talk 1: An Unexpected Lever to Reduce Political Corruption

When trying to solve deep-rooted systemic challenges, would you ever think to focus on making business licenses more transparent? If not, you should think again – open-source platform Visor Urbano is doing just that!

A cooperation project between Bloomberg Philanthropies and the State of Jalisco, Mexico, the platform has so far been replicated across 25 cities. It aims to help governments to digitise and manage licensing procedures while reducing the digital divide, political corruption, and promoting regional socio-economic development.

In this session, the Visor Urbano team joins us all the way from Guadalajara to share their journey to speeding up long, complex, and extensive bureaucratic procedures, while combating high level of corruption and favoritism – surely not an easy ride! Key achievements include reducing bribery requests from municipal agents by at least 74%, and reducing the time required to permits from an average of one month to just a few days.

Talk 2: Student Life and a Good Place to Live? The Two Can Go Together!

How do you manage the balancing act between competing interests when it comes to updating student housing to meet the demands of modern living? Twelve student unions in the German state of North Rhine-Westphalia offer around 40,000 places in halls of residence at 37 universities across 43 study locations – a vast task. It involves the state, the student unions, and local municipalities in working through what should be modernised, how, and in what order.

In the session, two advisors from PD will share how they moderated this collaborative process to ensure that the students in North Rhine-Westphalia will live even better in the future.

Talk 3: Inspiring Citizens to Live Sustainably: How Malaysians Do It

How do you go about changing the habits of a nation? This session presents Zero Waste Malaysia’s journey to doing just that.

With the ongoing issue of plastic pollution and landfill overloading in Malaysia, a community of over 40,000 members inspired the creation of a new resource: a MY Zero Waste Life handbook. The beginner-friendly handbook offers a simple guide to living a sustainable lifestyle, with simple-to-read visuals and a strong storytelling approach. In this session, the Zero Waste Malaysia team will share their journey towards creating this resource, who it is made for, and how it has been used so far – wrapping up with their hopes for Malaysia becoming a greener nation.

Talk 4: Why I Love Bureaucracy

Say the word ‘bureaucracy’ to yourself and what comes into your mind: impassable red tape, excessive paperwork and frustratingly slow procedures? Yet this is far from the full picture. In its origins the idea of bureaucracy was invented on good principles – a theory of management, based on transparency and equal treatment of all even if it does not always feel like that in practice. When functioning well, bureaucracies can operate seamlessly – a flow of processes that enable resources to be used effectively, decisions to be taken effortlessly, and citizens to feel seen and empowered. We take the enabling structures, often invisible, as a given in well-functioning private sector organisations; public sector structures and organising methods when working at their best reveal that beautiful potential too.

For this talk we’re joined by Dr. Sharone April, a trained organisational sociologist and leader of the inter-ministerial task force for digital transformation in local government at Israel’s Ministry of Interior. She explains why she loves bureaucracy through the lens of several uplifting examples. And you should come to love bureaucracy, too!

David is a Tech for Good and Social Innovation enthusiast. He promotes the use of exponential technologies to develop creative and scalable solutions for global challenges.

He majored in Communication and later specialized in Impact Measurement for Social Development, Human-Centered Design for Social Innovation, as well as Public Innovation.

With his experience in ecosystems development, project management, strategic alliances development, and by harnessing multisectoral collaboration he seeks to create desirable futures in which no one is left behind.

Daniela Ramírez Cano

Communication coordinator/ Visor Urbano

​Daniela is a lawyer from the Uni​versidad​ ​de ​Guadalajara. ​She has a specialization in Digital Transformation and Law from the University of Malaga,​ in Spain and a certification in Alternative Methods for Conflict Resolution.

​Additionally, during an academic stay at the University of Murcia, in Spain, ​she enhanced her​ experience in different fields of Strategic Communication for ​diverse audiences.

Christian Correa Castañeda

Director / Visor Urbano

Christian is a lawyer with more than 7 years of experience in areas such as Constitutional Law, Administrative Law, and Urban Development, specializing in Constitutional Trials.

He focuses his expertise on the digitization and disruption of regulatory framework processes to optimize national and international governments’ capacities through Open and Digital Government, and Government Innovation principles.

Sharone April

Manager of the Inter-Governmental team of Digital Transformation for Local Government / Israel Government

Leads the governmental task force for digital transformation in local government, an inter-ministerial team from the Ministry of Interior, and the National Digital Initiative. Previously as the chief digital officer in the Ministry of Interior, Sharone was responsible for the digital transformation of the ministry vis-à-vis local government and for improving the service provided by the central government to the local authorities.

Between 2015-2018 she managed the Jerusalem innovation team by Bloomberg Philanthropies. This senior advisory team worked with the mayor and city executive management on strategic urban challenges.

Beginning in 2010, Sharone worked as a senior strategic organizational consultant at Points9, a subsidiary of Lotem Strategies Group, and ran the public sector division of the company.
Between 2004-2009, she lead the private client unit at Deltathree, a VoIP company, where she ran customer service, support, and sales teams in Israel and India.

She holds a BA in Business Administration and Psychology, an MA in Organizational Sociology and has completed her doctorate on the topic of urban collaborative innovation in the Department of Sociology and Anthropology at the Hebrew University in 2020

Sue Yee Khor

Co-founder and executive director/ Zero Waste Malaysia

Inspired by Lauren Singer. Sue Yee started her zero waste journey in 2016 when she was working in Beijing, China. She believes education, knowledge sharing and community living help towards a sustainable future.

Tasha Theresa Sabapathy

Marketing & Communications Executive/ Zero Waste Malaysia

Tasha Sabapathy is the Marketing & Communications Executive at Zero Waste Malaysia. She is responsible for outreach, branding and other areas within Marketing.

She is enjoying her role in this small team and is grateful for the exposure to various exciting projects and connections that have been made.

Prior to joining Zero Waste Malaysia, she completed her Masters in Digital Marketing and before that, a Bachelors in Business Management. In her free time, she enjoys painting and building her blog, building her edible garden and networking.

KJ is an experienced designer and project manager, architecture trained and with international exposure. Passionate in community focused and data driven design, KJ has spearheaded NGO community projects in Beijing, from market research, participatory program design, to project management. KJ recently joined Zero Waste Malaysia as collaborate designer for MY ZERO WASTE LIFE and 101-Trash-pedia.

Chiara Derenbach

Chiara Derenbach ist seit Februar 2022 Senior Consultant in bei der PD – Berater der öffentlichen Hand GmbH. Sie betreut Projekte im Geschäftsbereich Bau, Infrastruktur und Kommunalberatung mit dem Schwerpunkt Projektmanagement Wohnungsbau. Zuvor war Chiara Derenbach zwei Jahre als Leitung Stadtplanung bei dem privaten Projektentwickler The Collective GmbH tätig und betreute deutschlandweit Projekte im Bereich des gewerblichen Wohnens / Serviced Apartments. Von 2015 bis 2019 arbeitete Chiara Derenbach als Projektleiterin Development im Bereich Neubau der HOWOGE Wohnungsbaugesellschaft mbH in Berlin mit den Schwerpunkten Projektmanagement komplexer Quartiersentwicklungen, Planungs-Controlling, Planrechtschaffung und Vergabeverfahren.

Ramona Klukas

Managerin / PD – Berater der öffentlichen Hand GmbH

Ramona Klukas ist seit Februar 2020 als Managerin bei der PD – Berater der öffentlichen Hand GmbH beschäftigt. Sie betreut Projekte im Geschäftsbereich Bau, Infrastruktur und Kommunalberatung im Team Kommunalberatung mit Schwerpunkt Wohnen. Zuvor war Ramona Klukas sieben Jahre lang Bereichsleiterin in der LEG Immobilien AG, Düsseldorf, mit direkter Berichtslinie zum Vorstand. Dort war Ramona Klukas insbesondere für das Integrations- und Aussteuerungsmanagement von Immobilientransaktionen und für den Aufbau und die Weiterentwicklung neuer Geschäftsfelder verantwortlich. Ramona Klukas steuerte komplexe und interdisziplinäre Inhouse-Projekte im Rahmen der Digitalisierung von Arbeitsabläufen und des Angebots von Zusatzservices in der Wohnungsbewirtschaftung.
