Oded Gilutz is the Director of the Joint Task Forces department at the JDC Elka. Previously, Mr. Gilutz worked as the Israel Director, at itrek, a nonprofit based in New York, and prior to that at Israel’s Prime Minster’s office, Coordinating cross-government projects and designing the annual work plan of several ministries. Mr. Gilutz is the co-founder of “Melach Haaretz”, an educational NGO based in the Dead Sea basin, operating a pre-military academy (Mechina). Mr. Gilutz holds a BA in Philosophy, Political Science and Economics from the Hebrew University, and a Master in Public Policy from the Harvard Kennedy School.
New Ways of Bridging the Gap between Minority Groups and the Government
How do you track and use unused funds and resources in local municipalities? This is the question the Mawared Initiative was looking to answer. The Initiative is a partnership between the Ministry of Social Equality, the Ministry of the Interior, and the JDC Institute, with the goal of ensuring the optimal implementation of Government Resolutions 922 and 1480 and increasing the ability of Arab municipalities in Israel to locate and utilize resources.
For this purpose, it was decided to create the new role of “Manager of Resource Utilization and Economic Development ” in the municipalities, who will take responsibility for advancing these goals. Our session will introduce how the role was created, the challenges and successes along the way.
Netta joined Elka institute five years ago, after working at Tevet JDC Arab society employment and infrastructure field. Netta holds expertise in developing programs for accessing government funds in local municipalities. Projects done including JDC employment center in East Jerusalem, Academy Readiness, Western Negev Regional Cluster establishment team, participated in the process of writing government resolution 3790 for East Jerusalem for over 2 billion nis on May 2018 and construction of its multi-sectorial implementation mechanism, after managing “Leading change East Jerusalem” municipal-government preliminary process of developing holistic social aspect in addressing East-Jerusalem challenges.
Netta holds experience of working with seniors in public sector – both government and local municipalities, staff leading and training, develop and manage public services programs and promotes multi sectorial partnerships.
Prior to JDC, Netta was a management member of Motorola South Israel, in charge of its business management division, management skills and corporate responsibility activities for eight years. Prior to that Netta chaired as Israeli Aids Task Force South branch manager for four years.
Senior Head of Municipal Department / Authority for Economic Development of Minorities, Ministry of Social Equality
Salima is Senior Head of Municipal Department in the Authority for Economic Development of Minorities, Ministry of Social Equality. She holds a Bsc. in information systems and Engineering, MBA and has extensive experience in managing, research and shaping government policy. In her current position she is responsible for initiating, formulating and implementing government programs aimed to strengthen Arab local authorities, including improving their economic resilience and increasing their implementation capabilities.
Mahmoud works as the municipal funds’ integrator at the municipality of Mash’hed, Israel. Ayah holds a BA in accounting with specialization in accounting in the public sector and municipalities. She is also a certified accountant. In the past, Ayah worked as an accountant for several municipalities.
