Interactions Between Open Government and Creative Bureaucracy (Part I)

2021 English Organisational Culture & Governance Participation & Engagement

Open Government is a set of principles and cultural techniques to modernise and strengthen co-creation and trust in the relationship between governments and civil society. It’s driven by two main objectives: 1) ensuring interaction with society and trust in its “operating system”, the state institutions, and 2) monitoring the balancing of goods and interests to which these institutions are instrumentalised against the common good.

In an age of turmoil and mistrust in governments around the world, the facilitation of societal learning and experimentation, transparency and open infrastructures are key to build transformative competencies and collaboration capacities.

In this two part series, we explore the intersections of Open Government and Creative Bureaucracy and how they support the two dimensions. In doing so we want to highlight where trends and institutions can amplify each other – and how other countries can partner and learn together.

This first session focuses on Peru, and the second one (which you can find here) will focus on Argentina.

Sebastián Rivera

Coordinator in Open Government in the Secretariat of Public Management of the Presidency of the Council of Ministers of Peru. Degree in Political Science and Government from the Pontificia Universidad Católica del Perú and with a master’s degree in Public Policy from the Pompeu Fabra University in Barcelona, Spain. He has more than 5 years leading projects in the modernization of public management such as the quality of attention to citizens, the organization of government entities, public innovation and open government.

Alberto Wurst

Co-Founder / Futuro Público

I am enthusiastic about better understanding and improving the interaction between technology, society, and the state. Currently living in Berlin and co-hosting Futuro Público, a Spanish speaking podcast on public sector innovation. Eager to connect with people and organizations passionate about fostering new forms of participation and collaboration between citizens and government, as well as making the public sector more responsive, agile, open, and citizen-friendly. I hold a master’s degree in Public Sector Innovation and E-Governance and a bachelor’s degree in Political Science, with many years of experience doing social research and public sector consulting.
