Desafios.gov – Brazil’s digital space to help public managers innovate together with society

Keicielle Schimidt

2022 Collaboration & Communication English Organisational Culture & Governance

It’s not only about making the windows of government more transparent – it’s about breaking them, building bridges and doors, and bringing knowledge, ideas and technology into the government. The open innovation strategy of Brazil’s School of National Public Administration (ENAP), Desafios, focuses on solving public problems leveraging the collective intelligence and the govtech ecosystem.

Inspired by the vision of the government as a platform, Desafios.gov is a digital space to help public managers innovate together with society, taking advantage of collective intelligence to reduce the insecurities of the innovation process and increase the chances of success.

The platform has already granted more and 2.5 million reais, and enabled the implementation in Brazil of the Startup Legal Framework – Marco Legal das Startups. In 2020, during the Covid19 outbreak, the platform raised 1.3 million reais to foster innovations related to the response to the pandemic. Among other initiatives that won the prize “Mandando a real”/ “straight talking”, a solution that provides accurate and on time information for vulnerable populations living in the Brazilian favelas.
