“Professor Cass R. Sunstein is a global household name as one of the foremost academics with an immense practical impact at the intersection of law, behavioural economics, and public policy. In addition to having founded and directed Harvard Law School’s programme on Behavioural Economics and Public Policy, Professor Sunstein has written multiple acclaimed books, including ‘Nudge’ and most recently ‘Noise’ with nobel prize-winning psychologist-economist Daniel Kahnemann.

In this interview with Lisa Witter, CEO of the Apolitical Foundation and a winner of the Creative Bureaucracy Award 2020, Professor Sunstein shares his perspective on “”creative bureaucracy”” from many years of navigating it. By way of metaphors such as “”sludge””, “”nudging””, “”noise””, Sunstein illustrates how information overload can lead to bad decisions.”

CEO and Co-Founder/ Apolitical Foundation

Lisa Witter is co-founder of Apolitical, a global learning network for government, named one of Fast Company’s Most Innovative Companies in the world. She co-founder CEO of the Apolitical Foundation, a not-for-profit founded by Apolitical to advance the revitalization of democracy by building better politics. The foundation’s keystone project, Apolitical Academy Global, helps prepare a new generation of transformational political leaders via a network of non-partisan political training academies. She’s a World Economic Forum Young Global Leader, co-chairs the Forum’s Council on Agile Governance. She is a former public servant with deep experience in gender and behavioral science and has founded numerous political training academies over the last 25 years. She was awarded the 2020 Creative Bureaucracy Award and named a BMW Foundation Futurity Fellow in 2022. She loves wearing dresses, her childhood nickname was ‘Animal’ from the sports fields, and dreams of being a stand-up comedian (but might not be funny enough.)

Cass Sunstein

Professor of Law/ Harvard Law School

Cass R. Sunstein is currently the Robert Walmsley University Professor at Harvard. He is the founder and director of the Program on Behavioral Economics and Public Policy at Harvard Law School. In 2018, he received the Holberg Prize from the government of Norway, sometimes described as the equivalent of the Nobel Prize for law and the humanities. In 2020, the World Health Organization appointed him as Chair of its technical advisory group on Behavioural Insights and Sciences for Health. From 2009 to 2012, he was Administrator of the White House Office of Information and Regulatory Affairs, and after that, he served on the President’s Review Board on Intelligence and Communications Technologies and on the Pentagon’s Defense Innovation Board. Mr. Sunstein has testified before congressional committees on many subjects, and he has advised officials at the United Nations, the European Commission, the World Bank, and many nations on issues of law and public policy. He serves as an adviser to the Behavioural Insights Team in the United Kingdom.

Mr. Sunstein is author of hundreds of articles and dozens of books, including Nudge: Improving Decisions about Health, Wealth, and Happiness (with Richard H. Thaler, 2008), Simpler: The Future of Government (2013), The Ethics of Influence (2015), #Republic (2017), Impeachment: A Citizen’s Guide (2017), The Cost-Benefit Revolution (2018), On Freedom (2019), Conformity (2019), How Change Happens (2019), and Too Much Information (2020). He is now working on a variety of projects involving the regulatory state, “sludge” (defined to include paperwork and similar burdens), fake news, and freedom of speech.
